The Immigration Services Agency of Japan is moving to tighten the requirements for the “Business Manager Visa,” a residence status for foreign entrepreneurs starting businesses in Japan. Specifically, it plans to raise the minimum capital requirement as part of the review.

Currently, foreign nationals applying for the entrepreneur visa Japan (officially known as the Business Manager Visa) can obtain a stay of up to five years if they meet the following conditions: a minimum capital of 5 million yen, hiring at least two full-time employees, and securing an office space.
However, with the increasing number of foreign residents in recent years, concerns have grown over cases where individuals use the visa simply to stay in Japan, without actually operating a business. In response, the agency is moving toward stricter enforcement and higher entry requirements to ensure the visa is used as intended—for genuine entrepreneurial activity.
