On May 22, 2025, the agency revealed a new policy that will tighten regulations for foreign nationals holding valid licenses from their home countries who wish to switch to a Japanese license.
Previously, even short-term visitors such as tourists could apply to convert their foreign license by using the address of their hotel. The knowledge test consisted of only 10 questions. However, under the new rules, applicants must now submit a copy of their juminhyo (certificate of residence), making it impossible for short-term tourists to complete the foreign license conversion process in Japan.

Additionally, the knowledge test will be expanded to 50 questions, and applicants must correctly answer at least 90% to pass. These new measures are part of an effort to strengthen the licensing system and ensure all drivers on Japanese roads have adequate knowledge of local traffic laws.
